Taking into account your current mana based gear, moonkin would be probably better for ya. At least I did that way. For leveling, definitely go feral if you feel like it. With feral spec thou, you can solo grind much faster and still be able to get in groups. With resto you will find groups, but solo grinding can be a pain.
